Preparation for the first stage of the process of the Mali’s Citizens’ Assembly - Meeting at Djoliba Center, August 28, 2009


I. Methodology and organization of the meetings



- Communal meeting


→ Plenary: courtesy greeting, introduction of team members, locating the misión in its context (Djoliba Center as entrance door), introduction of the process (Building Mali from local perspectives), methodology explanation, recollection of and answers to the questions asked, guaranteeing message comprehension, insisting on the final aim of the process, presenting group works, giving details about group work mandate and their term of office, etc.


→ Group works: distribution of the participants in three (03) work groups (Men, Women and Youth). Each group will appoint a delegate, who will commit to perform a process follow-up on the circle level.


→ Plenary: group work and debate restitution, viewpoints harmonization. Expected products from the communal meeting The report from the communal meeting should include:


    • Summary of the Men’s speech
    • Summary of the Women’s speech
    • Summary of the Youth’s speech

- Circle meeting


  • First Day

→ Plenary: going back to the introduction message, explaining the methodology and restoring the summaries of the sessions by each delegate in the communes.


→ Work groups: distribution of the participants in three (03) work groups (Men, Women and Youth). The work groups will reflect deeply upon the communal speeches and each group will later on identify five challenges, five values, five commitments, five acceptable mutations or changes and five proposals related to the various circle development sectors. At the end of the session, each group will choose a delegate who will make a commitment to perform a follow-up of the process on the regional level.


→ Plenary: restitution of group works, debates and synthesis.


  • Second Day → Plenary: synthesis of the discussions and drafting of the Circle’s Proposal Notebook (CPN); making of conceptual maps. Expected products from the Circle meeting Circle’s Proposal Notebook.

II. Practical advise to introduce the meetings


→ Courtesy greetings addressed to:
-  Traditional and administrative authorities taking part in the meeting,
-  Parents, brothers, sisters, etc.


→ Humble introductions:
-  Surnames, names and structures (Djoliba Center),


→ Presentation of the meeting’s aim:
-  Introducing the process, which is a reflection exercise (Mali’s Citizens’ Assembly: Building Mali from local perspectives),
-  Establishing a relation between the process and the activities in the Djoliba Center.


→ Introducing the chosen work methodology:
-  Organizing participants in work groups (Men, Women and Youth) and explaining the reasons for this choice (emphasizing participation of all social levels)


→ Allowing participants to talk:
-  Asking them if they have any doubts and if they agree with the chosen work methodology
-  Making sure that the participants have understood the message clearly.


III. Content of the Circle’s Proposal Notebook and explanation of the concepts


The content of the CPN is centered around the following concepts: Challanges, Values, Commitments, Changes/Objectives, Solutions and Development. Such concepts are explained as follows in the bambana kan language :


  • Challenges : ko té gnè mi kô, gnan kô bali,
  • Values : dambé, min be fin kôrô ta,
  • Commitments : yèrè bô,
  • Proposals : hakilina fow,
  • Changes/Objectives : yèlèma/ lagnini,
  • Solutions : fèrè,
  • Development : gnè ta.
